Former Welsh first minister Mark Drakeford’s decision not to increase the capacity of the civil service post-Brexit has caused Wales to lag behind England in the development of farm tenant policy, according to the Tenant Farmers Association.
The Tenant Farmers Association (TFA) chief executive, George Dunn, has highlighted that measures such as the tenant and landlord code of practice, the Farm Tenancy Forum, and a proposed tenant farming commissioner are all specific to England. He has called on the Welsh government to outline a plan for fulfilling its devolved responsibilities.
Dunn noted that the Welsh government’s lack of capacity is a significant challenge. He explained that while there may be a desire to do more, without adequate resources, practical implementation becomes difficult. He criticized former first minister Mark Drakeford for not increasing Welsh government capacity in response to Brexit, unlike Defra in England.
In response to questions about introducing a code of practice and tenant farming commissioner, Welsh cabinet secretary for rural affairs, Huw Irranca-Davies, stated that the government is assessing the recommendations, with a focus on priority areas identified by stakeholders. Officials are also evaluating the relevance and potential impact of the remaining recommendations within a Welsh context.
